This website was hacked. Both core WordPress files and the theme were modified by the attackers so that spam links were output – although hidden from normal users, the search engines picked up on it and Google noted the site as possibly being unsafe in their search results.
I created a new WordPress installation and brought in the existing theme, going through it line by line and removing the alterations made by the hackers. Another person on my team over at 5-E put the content in, and we replaced the hacked site with the new version after changing the pertinent passwords.
